STEVE MOORE
Steve Moore, one of the founding partners of Rowland & Moore LLP, has been involved in telecommunications and energy law since 1982. Prior to forming Rowland & Moore LLP in 1996, Steve was in private practice, representing competitors and customers of public utilities and telecommunications carriers.
Before entering private practice, Steve was the first Public Counsel of the State of Illinois. Steve organized and staffed this new state agency and with its attorneys, accountants and economists, represented the public before the Illinois Commerce Commission and the Illinois Appellate and Supreme Courts. In addition to litigating cases and running the office, Steve presented testimony before the United States Congress and the Illinois General Assembly. He also spoke at numerous regulatory conferences on issues involving the electric, gas and telecommunications industries.
Prior to becoming Public Counsel, Steve was an Assistant Illinois Attorney General in that office's Public Utilities Division, where he represented the public in energy and telecommunications proceedings before the Illinois Commerce Commission and courts.
Steve began his legal career as a Legal Services Attorney, first in Danville Illinois and then in Bloomington Indiana, where he became that office's managing attorney.
Steve received his J.D. and B.A. degrees from the University of Illinois at Champaign-Urbana. He is licensed to practice law in Illinois and Indiana.
